Lisa, Wow! changing that belt is a chore. It's really hard to analize what's going on but are you sure you replaced all the idler springs? Cuz that can cause a loose belt where you won't be able to move. Just a thought..was a MTD Rep for 27 years retired 15 years ago. Should be under the air filter or it will fit on the end just take the filter housing off and your carburator will be there.

One of 2 ways take out the dip stick and turn on it's side or take out the plug on the bottom of the motor

sounds like the spring putting tension on the belt is missing or weak

Sounds like you need a new belt but check the tension spring first

Check ignition coil for spark if it good check fuel filter and carburetor I would bet carb.needs a good cleaning then put some seafoam in first tank of gas
