How do i get to the fuse on a Whirlpool microwave MH1170XSS

Open the microwave door, and look for two Phillips screws along the left side of the control panel. Remove these screws. Lift up on the control panel, and tilt it outward. The control panel will rest on its hinges.
Step 3
Find the fuse receptacle within the control area. Is is usually located to the left or center of the cavity. You will see two wires that go to either end of a small, plastic receptacle. Use a flat screwdriver to pry up on the bottom of the fuse. The fuse will pop out. Replace the fuse with a new one.

No... you are not in a microwave induced time warp...
Your microwave oven needs a "reboot". The same thing happened to me.
Unplug your microwave oven, wait about a minute (more or less), plug it back in. Try setting/running your kitchen timer, boil water, etc. Your timer software on the microwave should be reset.

Not sure what you mean by "Q1 Touch FMEA" above, but F2 error code indicates a bad keypad or sometimes a bad sensor.
Since it's brand new I would first consult the manual. If you don't have it still, you can download it from the owner center here: http://whirlpool.com/custserv/index.jsp
If you still have trouble, since it's new, it should obviously be under warranty, so I'd contact them (same page as shown above) to get it repaired under warranty.
