Brand new, troy-bilt chipper model 4265. put oil
Sounds defective. Even if you could fix this problem something else is bound to go wrong. Troy-Bilt has a reputation for quality products and I'd suggest, since it's brand new, you get it replaced.

How do you pull the impeller assembly off the
Hi,
Read the Solution offered Directly from one of the People who removed the same :-
To get the impeller assembly off, I took a
sacrificial bolt and replaced the bolt used to hold the impeller assembly on
to the shaft. I borrowed a very large wheel puller from a friend and
got the assembly off.
You can buy the parts from
buymtdonline.com. If the impeller assy has self-destructed like mine did
you will probably most likely have to replace the screen as well.

You are most likely close to starting it if you do not have a really gummed up carberator which, if that is the case, it will not start until you disassemble the carb. and soak all of the parts. that said, get a can of starter fluid and a helper. remove the air filter. one person squirts a little starter fluid into the air intake and the other pulls the rope. Make sure you begin by choking it fully and then once it turns over one time back the choke off one knotch, repeat with the spray and another pull and moving the choke til it takes off. you may have to keep it running on starter fluid until the carb. cleans itself.
If this does not start it, the next step is to remove the carb. and disassemble and clean it. Joe

I was using the pressure washer with no problems
If it is a gas powered system it will have a choke. It could be some sort of automatic configuration without a lever for the end user to adjust however so we'll start with the basics. All engines need fuel, air, and spark to run. Since you know that you ran out of fuel try cycling the engine without starting to get some fuel into the system. You can do this a couple ways but the easiest would be to disconnect the spark plug pull the string start or turn the key a couple times. While your at it you may want to pull out the spark plug and see if the point is fouled. A little WD-40 and some fine grit sandpaper will clean it up pretty easily.
You can also check the air filter / exhaust. the usually have some foam type insert in or around. if it looks melted and not spongy you'll wnat to replace it.
I have had a similar problem with my lawnmower and although they are not the same machine, the principals behind the engine operation are.

I have a craftsman chipper / shredder and it
The blade(s) should have usually two bolts on them depending how many
blades you have. Mine only has one blade held on with two bolts and
that is only on the side that cuts the larger branches up to two inches
in diameter and should be sharpened on a grinding wheel because it has
a specific angle to it. The other side that chips smaller branches and
twigs it a type of flailer, meaning pieces of metal just swinging
around to mash up the sticks and do not need sharpening.

My chipper sat for 3 years and i had to clean the
need to do a full engine tune up with carb rebuild, the old stale fuel has gummed up the fuel system, sitting up is the worst thing you can do to an engine. there is nothing you can pour in the fuel tank to clean the carburetor, it must be dissasembled and cleaned. as for the timing, the gap is aprox 10,000 of an inch or .010 a business card works great or an old drivers license works good for engines that have worn mag bearings hope this helps good luck!

Looking for manual for craftsman chipper
The manual can be found
HERE.
On the left side of the page, under "Browse Subcomponents" you can use your
RIGHT mouse button to open each page in a seperate window. This reduces the use of your
BACK button, and personally, I find it more convenient.

Try looking at www.precisionope.com. If you can not find a manual, At least you can find an Illustrated parts list and diagrams.
