Oil drain plug for 7.5hp briggs straton engine
If you're looking to obtain an oil drain plug -- your post doesn't actually say that -- I'd recommend your local hardware or plumbing or home improvement store. Briggs & Stratton generally uses standard iron pipe threading on their oil sump drains. You'll want a 3/8" IPT plug.

Troy bilt model 109429( year-1986 )v belt
Be sure to compare the removed belt to the new belt for length and width. Often belts get mis-packaged into the wrong container or otherwise mis-labeled. A belt that is even 1/4" longer will not provide the correct contact tension. Also be sure the pins that the carriage moves on are lubricated. Corrosion can keep the carriage from keeping tension on the belt as the carriage weight can not tension the belt. Hope this helps.

Briggs & Stratton 650 (Model 120000) lawnmower
you are clearly burning oil. did you overfill? or tilt the unit so that engine oil went into the carb through the breather? now the carb may be soiled/partly clogged, you need to clean it. esp. the idler air part may be at fault. sometimes it is possible to run it at high rev until the fuel has washed out the oil, but better clean the carb and replace the air filter.
Spliting power is less than should be
Sounds like you have air in the Hydraulic line. There must not be air because air will compress and it will do exactly what you described. To remove the air make sure your hydraulic fluid is full. Then cycle the ram a few times. Do not try to split yet. Do this again few times and top off the fluid again. When all the air is removed from the lines It will work properly.

What does the 5hp mean
it is how much power the motor has. In the old days people travelled on horses . One horse produced one horse power. So if you had a buggy with 5 horses attached to it you had a five horse power buggy. So your schredder engine has the equivalent power produced by five horses.

Hard pulling starter rope
You say Pull rope mechanism is ok, How do you know that? Ive's seen them get the rope a little off and gets caught being wedged into a small clearance. Is the rope wearing? I bet if you take it apart put a new nylon rope and some wd-40 in rubbing surfaces including the ratchet area it will be good as new. Crank bearing has to get really bad to effect pull. How is the spark?
Carb setting
drive both screws all the way in gently clockwise until just snug; then back out both screws counterclockwise one and one half turns the engine should start then adjust for smooth operation and easy starting
