You may have air coming in around some gasket on the carb.

Try cleaning the carb or try putting seafoam in the fuel and let it run a while and see if that helps

Check your belt and tension spring

No there should not turn the key and it should start

If the belt is ok check the tension spring on the transmission belt

Check the belt

30 wt.high detergent and there should be a dip stick on the filler cap
