That is possibly a filtering material rather than insulation and is to help stop dust and fluff reaching the coils. If it definitely insulation like fibre glass, it should not be covering the front grill, so it may have just dropped down. I would definitely remove it as the fan draws cool air over the coils and over the compressor. Keeping it cool is the key to an efficient system. Set a reminder to clean the coil in a years time though as they are best done every year.

Try fixing the broken wire would be my first effort.

There is a class action lawsuit as them failing is a known issue. They have a 13 year lifespan according to this. Considering nothing is as cold as it should be, a failing compressor or being low on refrigerant gas are the likely culprits. Question edited for clarity. Is this using the knob on the thermostat inside the fridge. If so they should be a 'ramp position' at the Zero mark where you can feel the contacts lift apart. If you can't feel that, the thermostat needs replacing. Having said that, why do you want to switch off? You can just pull the plug. If it is because you have a freezer on it as well, the fridge takes very little power, so just turn it down and leave it running.

A hissing or a sizzling or a buzzing sound or arching noise could be heard on self-defrosting models. This is made by when the water drips on the defrost heaters. On new refrigerators it is not unusual for the door to whistle or squeak. This happens because the gasket rubber material around inner perimeter of the door is sealing really tightly.

The temperature control could be broken and yo should have a person that fixes major appliance to have a look at your freezer and see what the problem is.

personally I would call for service, this situation will not improve but get worse. the price of food thrown out will pay for service call.
