Check the voltage selector on the machine. Many models offer a selection of 50 or 60 Hz which will affect motor rotation speed. Std US power is 110 Volts AC at 60 HZ. Some equipment is made for several markets and can be switched from one voltage source to another. If that doesn't apply to your machine, try reversing the polarity of the outlet you are using to plug it in. (Most have three conductor grounded outlets, so you will need to use an adapter with a green wire coming out of it. File the bigger blade on the adapter down to the same width as the other smaller one and use your treadmill with polarity reversed to see if that cures your ill.) If it does and you don't feel comfortable changing a simple wall outlet polarity with the proper circuit breaker "off" then have an electrician do it.
You can check if your motor works but putting a 35A rectifier bridge at a 110VAC power source and connect the motor. Motors are usually 180VDC. So if it moves, it's OK. If it does, you should also place your hand on it to see if the operation is smooth.
