The coil makes the spark to fire the motor. A magnet in the flywheel spins past the coil to make the spark. The coil probably has some freedom of adjustment to move it close to the magnet. Not too close or it will rub. Not too far, or you will get a weak spark.

The pressure relief valve could be stuck open or faulty. The check valves may be stuck or plugged up. Try thoroughly clean these parts and see if that helps.

That code indicates the vehicle speed sensor is bad. It is located underneath the air intake by the distributor

The main fuel jet in the carburetor is probably blocked. You can disassemble the carb and remove the bowel and use a very fine wire to poke through the jet. Use spray Carb cleaner also to make sure no gunk is in there. Reassemble and all should be well

try removing the float bowl on the carburator and cleaning, sounds like needle valve is partially stopped up

EGR stands for "Exhaust Gas Regeneration". An EGR valve permits some exhaust to be recycled back through the intake again, and its purpose is to make the final exhaust emissions cleaner. Vehicles run just fine with no EGR, but the exhaust can be pretty nasty that way.

Remove the spark plug, this will rule out hydrostatic load on the engine. Try to pull it again. If it is still stuck, You will need to try to turn the pump.

get piston at top dead centre both valves closed

hi under the carb is a drain bowl .shut the fuel off then take the bowl off 10 mm bolt .then you will see a plastic float hold the float up and turn the fuel on if fuel is cuming out the needle might have dirt on it. turn fuel off now pull the pin out that holds float in place the needle will come down with float spray needle and where needle is seated with carb cleaner now re fit needle and float and hold float up and turn fuel on if no fuel comes out problem sorted. drain oil and fill with new oil.if still leaking fuel you need a new needle

I can only imagine why a gas powered pump is set up so that the exhaust blows on humans and they can't move out of the way.Anyway, look on the muffler and see if it has the exhaust deflector installed, if not, either have one made at a local muffler shop or locate one online.for model and serial number:http://engines.honda.com/parts-and-support/serial-number-locator for dealer:http://engines.honda.com/dealer-locator Someone should be able to locate a new deflector for you to purchase and install. I would probably just have one made as the local muffler shops could also make extension tubes to further carry the exhaust away from where you are.
