If you cant get in on recovery mode there is little you can do - its hosed.
Take out any sdcard that may be in it and do a pin reset using the reset hole in the back of the tablet.
all tablets can charge while you are using them, on rare occasion the battery will completely discharge and will need to be charged to the minimum before operating the tablet.

Firstly, from the sounds of things - The Tablet may be corrupt, as you are needing to go though the Setup process at each start up.
However, before jumping to that conclusion - You may first want to clear up the Tablet.
Copy all Music, Videos and Pictures to a different device and then clear it off of the tablet. Then uninstall all of the apps you longer require or do not need. Lastly, restart the Tablet and see what happens - If you need to do the setup process, then you will have to take it in for Troubleshooting and / or repair unfortunately.
