What I am thinking is since you mentioned turn your breaker off and on was this done to reset the air conditioner or turned off for another reason.
if the breaker was turned off and then back on the compressor would not have time to reset. If you were away and there was a power failure or surge it could have caused this. I would turn the main breaker off but make sure your air isn't set to turn back on when you turn your breaker back on. Give it 30 mins then slowly turn your air on and see if it works.
also you need to make sure if your air conditioner has a drainage tube to drain off the water that, that isn't blocked. As well if your water drains into part of your furnace that hole is narrow to the drainage tube and calcium and lime can build up. Vinegar works great to dissolve the minerals and clear the line. There is a sensor near the bottom of the drainage pain that collects the water to go to the drainage tube. If the sensor gets wet the air conditioner will turn off. If the water stays in the pan or drains slowly the sensor will be triggered continuously and the air will start and stop continuously. It takes a while for the sensor to dry once it has been wet so you might need to leave your air off for a day to let it dry.

- Flip the filter and hose down the other side to remove any remaining trapped dust.
- Shake off any excess water and leave outside to dry naturally.
- Once it is completely dry, re-fit the filter into the frame, close it and tighten the screw.
