Can a 2016 frigidaire profile located in a garage in New York be kept on when the outside temps in the garage where located gets in the low 30's

There is some truth to it. Refrigerant needs to flow from high pressure to low pressure, and refrigerant pressure is directly proportional to temperature. Once the temperature drops below 40*F, for the outdoor coil, refrigeration efficiency is lost. Some heatpump units need auxiliary heat because.
Cold refrigerant condenses, into a liquid, and a compressor will not compress liquid, why its valves and internals would chatter into pieces. There is such thing as compressor crank case heaters, or belly band heaters. A heater removes, evaporates liquid refrigerant from within a compressor, it is protection.

I would get a compressor heater, wraps around the compressor belly, near 50 watts, and can use a relay to switch off the heater when the compressor runs, or let the heater work continuously.

My Frigidaire has worked fine for years with the arm up but recently it has started to click.

I DON'T KNOW. PERHAPS MOVING ARM UP AND DOWN A FEW TIMES - THEN UP AGAIN MIGHT RESET CLICKER. IF NOT, TRY UNPLUGGING AT WALL AND MOVING ARM AGAIN.

On the Frigidaire Professional model # FPHF2399MF2 should the green light for the ice Off on the display panel be on or off if I want it to make ice

The LED above the Ice Off icon should be lit when the icemaker is disabled. It should be off when you want ice from the icemaker. To toggle the setting, press and hold the Ice Off touch pad for 3+ seconds. This is shown in the manual for the FPHF2399MF2 on page 14. Sears Parts Direct has the manual here: https://www.searspartsdirect.com/manual/234cu4elin-001428/frigidaire-fphf2399mf2-bottom-mount-refrigerator . I hope this helps. Cindy Wells

Frigidaire FFHT1826L 18.2 cu. ft will only dispense crushed ice. I suspect the solenoid that activates the cubes is no longer working

You are right! That is the most likely cause of the problem you described.

My Frigidaire gallery is making small ice cubes that are about half the size of previously. We recently installed an osmosis system.

It sounds like your ice machine is not getting enough water flow.

Water leaking in my frigidaire gallery refrigerator by the water filter, not sure what do do?

I would say that either the filter has split or the seal where it screws into the housing has failed. I would try a new filter and seal.

Ice crusher has stopped crushing

There is a little bar that is on the ice bucket. That bar has to go into the middle of the plastic square that is on the back wall of the freezer. Try Pulling out the ice bucket, get a hair dryer and run the hair dryer on the back wall of the freezer right above the hole where that little bar goes. After you run the hair dryer for about 10 minutes or so put your finger in the hole and pull down on the plastic square. Make sure when you put the ice bucket back in the freezer, the bar goes inside the square hole, not under it, not over it. In it. If that doesn't fix the problem you probably just need a new solenoid. Part number 5304404333

Let me know how you make out. Good Luck

There are a number of reasons why this might be happening. You bets bet if to call a service guy out and let them take a look at it as some things require specialised equipment to troubleshoot.

How can I determine if there is clog in the middle of the drain tube in Frigidaire top freezer frig

The only access to the drain tube is from the inside which would mean removing the inner cabinet or liner - completely impractical and probably a waste of time as a collapsed drain tube is likely to be a sign the insulation is failing. I expect you will find there will be at least one cold spot on the outer cabinet. A friend had the same trouble. In her case the top at the back was the worst offender and we extended the life by placing a 4" polystyrene block on the top. She mopped out the fridge daily. I find a curtain wire is the most suitable for poking around in fridge drains.

Icemaker only dispenses crushed ice, not cubes

There is an opening next to the auger that dispenses the ice.  In there there is a lever that must move up and down. It actually seats the metal rod on the bottom of the ice maker and controls cube or crushed.  Make sure the lever is down (cube position) when you return the basket to the freezer. I had to hold it down while I slid the rod into the opening. Viola! Cubes again. http://www.applianceblog.com/mainforums/showthread.php?t=783
check it out!  Thanks to Jake!

Refrigerator door pops open, frigidaire top

The refrigerator needs to be perfectly leveled side to side dn should pitch back slightly. Also look at the plane of the doors, that is to say that they should be squared to the cabinet. If they are sagging, you may need to adjust the hinges.
