What would cause the top of a Delfield 406
In every case I've been exposed to in this situation, it is a result of the units location. Hot air from the compressor and condenser coil moves across the unit and heats it. Usually the unit is stuck in a "Hole" under a counter where air circulation is very poor. Check this out.
Does not hold temperature
start with the basics. Make sure the door closes and seals on all sides. If so, check to see that the condenser coil is clean. On some units, you may have to 'Wash" them out and let dry prior to using. Start here and let me know if I can be of further help.

the tubes that circulates the freon gas to that unit is not working... check for any leakage in gas or check for any blocks in the unit... make sure the compressor is working good...

Delfield refrigerator not cooling
Have you fully vacuumed the unit before recharging it? If not most probably the humidity left in there has condensed and it has partially blocked the circuit. Add to that the fact that because of this extra air you have loaded less than what you should of coolant - R22.

The refrigerator has been running since we plugged
I think it needs replacing. In some cases, the thermometer is actually the front of the controller of the unit. This could be why it runs constantly. I would also look at the condenser coils and make sure they are really clean.

very most likely overcharged on freon. With R-409-A, you can not charge by sight glass. Do the ambient plus 30 method if it is a txv. That will get you close. If it is a cap tube, charge to an evap temp of about 20 degrees. then watch it. Make sure it makes temp and shuts off.

can not immediately locate manual.
If this unit is a cooler, check this:
Anything that can effect air flow. Fans not running or running in wrong direction.
Too much product in unit.
Thermostat set too low or stickes and unit does not shut off unit.
Possibly has a defrost timer. Most coolers do not but some do. Look for one and see if it is working. Make a mark on the face and wait 15 minutes to see if it moves.
Drain pan clogged.
Doors not closing or seals not sealing.
these are the things to check out.

Ice on top of compressor
You may have a slow refrigerant leak or too much refrigerant in the system. Contact an appliance service company.
