try cleaning burner 3 could be blocked , or it could be split , the air mix could be wrong you can move the air mix slider to give more or less air , see if the orffice is blocked . or you could try changing the reg but don't see that being the fault.

Unfortunately, there's no online manual for any of the Camp Chef products. However, you can call them directly 1-800-650-2433, and they can email you one as an attachment. Plus, you can also purchase a wind shield from them at the same time. They,re good folks to work with and they look after their consumers

From what you described, the burner needs to be removed and cleaned and the air shutter adjustment needs to be readjusted. After cleaning and replacing the burner, you can light the unit and then start adjusting the air shutter, until the flames are blue with yellow or orange tips.

It could well be the regulator. It could also be the venturi tube
it may be open so that the air fuel mixture has to much air in it. Hope this helps, keep you face away and don't get burned
