Hi. I have a Bugaboo
Bugaboo do sell the wheels but would blow your budget. Wheels and frames do come up on eBay.
I have a Graco twin
I'm the Bugaboo fix it guy but here goes. I'll assume you had no luck with Graco customer service if not check out a Mountain buggy and see if their harness parts are compatible. If so Mountain Buggy do sell them as spare parts and they fit Bugaboo's so may fit your Graco. If that's a no go try a google for YKK and see if they have a local agent. YKK are the largest manufacturer of zips and plastic buckles.
I don't know how to reverse the handlebars on the
The handle has two white release buttons, the one on the side opposite of the break lever has a smaller safety release button. You have to push the safety release button in than pull up on both release buttons. This whole handle lock assembly can get quite stiff without proper lubrication. Check my tips section for best ways to maintain your Bugaboo.

this hood cant be brought sepratly or replaced but the best way to get one would look for someone selling the pram old with somthing wrong with it 4 cheap other wise this is a part you can not buy
I put wheel in wrong
You need to compress the two lock tabs. This can be done with two large screwdrivers, Slide the flat blade of each driver down between the tab and the side wall of the wheel mount. Twist each driver to push the tabs in and get someone to pull the wheel out. I found a piece of copper pipe I use it's just the right size to slide over the wheels top and push the tabs in.

There a three parts / assemblies to a Bugaboo Chassis that all pivot around the central hub (the thing with the large chrome domes). The white release buttons only control the handle locks in the outer set of hubs. The two wheel assembles are locked by the seat / bassinet clipping on to the frame and locking the inner hub. This hub is the heart of your Bugaboo and there is a reason Bugaboo put a can of silicon spray in the maintenance kit. Keep those hubs and the brake lever well lubricated and you'll get good service from your Bugaboo. Check out my Tips section for more info.
Stroller is folded over and we can not bring it
Not sure if you mean the handle is locked up and won't move or the seat is locked up and won't move? The front and rear wheel units are locked by the seat unit. The handle has two release buttons that have to be opperated at the same time to release the handle. The seat tilts by pressing the large white buttons on the side. Let me know what part is not working and I'll try to help.
Where did you buy the cable?
Try you local owner opperated bike shop (not a chain store bike dept) they should be able to replace or repair your cable.

If it is less then two years old and you have proof of purchase Bugaboo will replace the whole frame. If older you have a problem. What part is broken? Find your nearest Bugaboo agent and see if you can scrounge a broken frame off them for the parts. I doubt they ship the warranty returns back to Holland. If that won't fly try a plastic welder, It won't look pretty but it'll work.
Where can we buy a replacement hareness for a
You don't need the whole harness just one of those plastic clips that always breaks. Bugaboo don't sell them as a part but Mountain Buggy do ( they use the same clips). Check out your local mountain buggy agent.

The Bugaboo pump is a plastic joke and a bad one at that. Most Bugaboo's have the same tyre valve as a car and a car foot pump from your auto shop or department store will be cheaper and faster. If you want a more portable pump check out your local bike shop they have far better ones available. Very old Bugaboos have the smaller bicycle valve the newest Bugaboo's now have foam filled tires. Once you've pumped it up check for leaks, just unclip the wheel and stick it in a tub of water. If you have bubbles you need to fix the tube,

Need to know what's wrong with the wheel? If it needs a new inner tube it's a 12.5 x 175-2.25 your local bike shop can get you one.
