An old welding torch is not exactly valuable and I certainly wouldn't use it unless it is in excellent condition and I didn't have another more modern and much safer model, though if you have the complete kit you certainly have an interesting curiosity.

The complete kit comprises the gas mixing handle, the welding stem and a selection of jets or nozzles and usually a cutting stem and at least one cutting nozzle. There is usually a nice box and a set of jet cleaners to complete the set.

Check the connection to the torch from the drive box ,could be shorting out ,jiggle the connection ,if that doesn't work it could be a bad connection in the trigger itself ,check the connection with a jumper wire from the trigger to the connector ,by passing the trigger , and hooking wire up to the pos.on the connector ,does it have a fuse reset on the panel ,check the fuse

Check the pressure regulator on the machine to make sure pressure is getting to the machine, failing that ensure the cutting head assy is set upcorrectly

It won't arc without wire in it. If the motor runs then there may not be enough tension on the feeder wheel to push the wire thru. If you had a bad kink in the inner liner it will not feed. The trigger switch in the handle applies arc voltage to the copper nozzle. It may be bad or have a broken wire.
