The E3 error code
indicates an over speed warning.
The cause is excess drag on the walk belt or board. The drag prevents the belt from starting easily and the controller will send more power to the motor to accommodate the drag, but the controller sends to much power and thus the treadmill races. The controller then senses the over speed and shuts it down and gives the E3 code.

The motor controller weakens over time because of the excessive amperage draw of the motor do to lack of lubrication (which wears the walk belt and walking deck). Take an amperage reading of the motor it should be 2-3 amps with no one on it, with someone walking on it it should be around 6-12 amps. I would bet yours is elevated above 6-12 amps.The controller is dropping output because of the friction problem.

If you test the output of the controller you would see this, but controllers generally do this anyways because they have a current limiter. By eliminating the other possible sources of the problem (walk belt, lubricant) you could tell for sure the controller is bad. I am just trying to save you that step by replacing it as well. Replacing just the controller without the belt / deck is not recommended because you will weaken the new controller. Your motor is probably OK.

What the amperage test will tell you is if your walk belt / deck is bad.
