It could be the ingredients that you put into the juicer are not diced or cut up enough. This would make the motor of the juicer work harder initially, therefore it would temporarily run more slowly until the ingredients are smoother.
Try cutting the ingredients into smaller pieces. If that doesn't work, I suggest contacting the manufacturer and they may be able to help you.

I searched using Google and could not locate one. It appears to be a vintage model from 2002 or earlier. read the instructions on disassembly page 6-7 of user manual http://www.powerjuicer.com/downloads/express.pdf says you in step 5 that you have to pull up on the filter/blade/receptacle unit and then twist it blade is not to be separated from filter

Depends on how old it is. It could have bad brushes in the motor or it may have burned up. Do you smell burned insulation etc.? If it just quit there may be a problem with the switch or the cord. Wiggle things and replug etc. to see if that is the problem. Otherwise, you may need a voltage tester to check for power.

a good bet is either a fuse or an inline diode that keeps juicer from shorting itself out.

Need more info. Maybe there is a switch on the base for the cover that is not being pushed on when cover is applied or something similar. It is hard to say unless you can list the brand and model. sometimes the cord can have an open wire. Try to wiggle and replug into the outlet. Also, make sure you did not trip the gfci outlet that it is plugged into.
