You would have to take it apart and check the following in this order with a multimeter.
Element continuity.
Switch operation.
Thermostat.
Wiring plug to internal junction terminals

Tefal Actis Steam Generator Iron. It is continuously pumping?
Question edited for clarity, remove text speak and toss in a load of CAPS.
According to the advertising, it is supposed to pump and generate loads of steam continuously.
Steam ironing Recommendations: To prime the steam circuit, either before using the iron for the first time, or if you have not used the steam function for a few minutes, press the steam control button several times in a row, holding the iron away from your clothes. This will enable any cold water to be removed from the steam circuit. • To obtain steam, press the steam output button under the iron handle. The steam will stop when you release the button. •
After approximately one minute, and regularly while it is being used, your steam generator's electric pump injects water into the boiler. It makes a noise but this is quite normal.
I would try a liquid descaler like CLR and try to get liquid up into the head of the iron as well. My thought is that something is stuck with scale buildup.

Do I need to empty the steam tube at the end of ironing
Heating elements are vulnerable, they have a filament. Heat being generated should freely disperse. Another reason for having the water tank connected, is the possible buildup of scale. Like with coffee makers, the temperature would not reach a high enough level after some time and the iron then requires descaling.

Hello I purchased a use miele rotary iron B865 it heats up perfectly but I can't get the slot to open up to put the fabric in and the iron won't rotate

Iron drips water while ironing. Sometimes it rusty
Use filtered water in the iron if your tap water is exceptionally hard or includes a lot of minerals. This can lessen the likelihood of corrosion and mineral development.
