I do not believe so. In the shop manual there is reference to a decompressor spring (Part #7 if you look up an exploded view of the camshaft on a site like boats.net) which is attached to a small weight on the back of the gear on the camshaft, but it sure doesn't look like it would do anything to release the compression within the cylinder.
