Issue with time synchronizing(NTP) on layer 2 switch
I know this is probably not going to help you out but you did try going to Alcatel-Lucents web page and search through there or calling them at 800 995-2696? Good Luck! Sorry I couldn't be of some help

My alcatel lucent is stuck on the initialisation mode where it keeps displaying **4029 v3.80.90**
Here are some steps you can try to resolve the issue:
Reset the phone: You can try resetting the phone to its factory settings. To do this, you need to press the "Menu" button, select "Settings," then "Phone Settings," and finally "Reset Settings." This should reset the phone to its default settings.

Cannot upload photo to pc
Please send your question in more details.
1) What device you are using to upload photo to the PC;
2) How is the device connected to your PC, by wired, or by wireless connection?
3) If by wired, the method of connection, i.e. direct connection without router, or connected via router; or via USB connection
4) what program is your device using to transfer the photos? e.g. wi-fi direct, blue-tooth transfer etc.,
5) how large is the size of your photo going to upload?
After getting all these information, then we can sort it out for you one by one the possible solution.
