If there is power to the woofer then a signal input must power the woofer to work. So feed a test signal or a audio siignal from a DVD and if there is no output then the AMPLIFIER section had faults.
Unless the sealed unit is opened it cannot be tested to confirm if the output , the input to the AMP or the power supply has failed.
Check if there is power to the output section to confirm.

Where should I plug in my sub woffer

There should be two jacks on the back that say SUBWOOFER in the "preout" section of the back panel that is directly above the speaker jacks. Either of these jacks should work for your sub hook-up. Also make sure that you set your front speakers to small in the speaker setup menu, otherwise there will be output to the subwoofer jacks.

Hissing? How loud? A sub isn't even capable of making high frequency sounds at normal volumes.

The Pioneer manual would tell you how to enable and test the subwoofer output.

I purchased an infinity Infinitesimal Servo Subwoofer. Powers on, but no sound. When I turn the Volume/gain knob the woffer jumps forward and back like a power surge. If I turn the gain all the way up the...

So this is a passive sub and you say the unnamed amp makes it act like serious direct current is at work on it (pushes OUT then IN).

Then you mention another amp that makes it work ok.

WHY are you asking what's wrong with the sub? It appears to me that your original amp is the problem. How odes any other speaker work with that amp?

Not working woffer

If the woofer LED is not working then you may have a power supply issue in the woofer. Try unpluging it for a while and see if it resets. Otherwise, you may be looking at a power supply repair.
I hope this information allows you to resolve this issue.
I am doing this for free.

I HAVE A NEW AMP AND SPEAKERS, AND THEY DONT SOUND ANY DIFFERENT.

if you dont have a crossover you will not get the best performance out of your sub. you need to seperate the frequencies and send only the lows to the sub woffers.

Sub Woffer System

Could be Faulty RCA wires (they bring the sound from the radio to the amp) or a bad ground (the larger black wire coming out of the amp) This is under warrranty and you should not have to worry about it... bring it back, they make fix..
