The breaker is tripping on an over current condition. This could be caused by the motor being stuck and not moving or some sort of short circuit. I suggest, with it unplugged, that you find a way to rotate the chipper head or the motor. May have to disassemble to accomplish this. If it will not turn it may be bound up and you are going to have to take apart anyway to remove the item.
