There are several nuts on a faucet but I'm assuming you mean the plastic nuts that hold the faucet to the sink. They many times do jam up. To get them off you need to use a large flat head screw driver and a hammer and chisel them off. Chisel from the outside edge in toward the threads on two different sides.
First this is a very unusual assurance and the spout retainer ring needs to be replaced.
To help relieve the pressure on this part for the time being by removing the aerator it is probably plugged up anyway.
