First thing to determine here is if the power supply have a good voltage output (you can measure it with a voltmeter). The battery could be bad, and shorting out the supply, so take the battery out of the camera and try just the DC supply. Take it into a camera repair shop or contact DigiLife support.

Almost certainly the battery. They don't last forever.
MY DigiLife DDV 7000 uses an NP-60 battery. I found some of these on Amazon by searching for "np-60", and paid about $1.50 each. You can also sometimes find batteries by searching on the Camera's model number.
My camera does not charge the battery from the USB lead. I have to use a separate charger.
It should power on using internal memory. Your problem is normally due to weak/dead batteries. Make sure that you have fresh batteries, or freshly charged batteries, installed. If changing the batteries out does not eliminate the problem, the camera is a likely candidate for the repair shop.
