the cord could be tanlged up, pull it all the way out and make sure it is round the "bobbin" and not slipped off the side on the shaft.
you wight be able to slip it back onto the bobbin with a screwdriver or piece of hooked wire -
Also you are using the proper mix of 2 stroke and fuel?, 50:1 fuel to oil, or more for older.worn engines, say 40:1 for old engines, they run better like that - smell nice too.
apart from that... oil the puller mechanism, normal engine oil will do the trick - it can only help.

Even though the routing is correct, have you checked that every spindle and idler pulley turns freely? These bearings can freeze up or bind because debris builds up in them. Also, if the bushings on the idler pulleys can wear, causing them to misalign. Keep checking. Also - is the belt snapping clean, or do you see a burnt, worn spot?

Bearings are meant to ensure for free movement whereverthey are located. If you have a bearing which does not move at all then something is wrong somewhere and tearing it down for repairs always is a welcome idea. Only make sure to be able to assemble it back after tearing it down.
