If I could give anyone advice about paypal and there resolution centre is don't even go there it will drive you nuts all you do is go round and round on the same pages that basiclly don't tell you anything when you ring them it as though you just woke them up from a long deep sleep useless and not helpful and can't be bothered oh yeah you get passed to a different department who so called deals with your type of question beleive me Ive been through just about everyone's department they just don't want to help most of the time so there for mention ombudsman and how difficult your finding to get help you never know !!!
