A friend just gave my son a used John Deere Turf Tractor w/ Trailer. Works fine in high gear but nothing at all happens when you push the petal in low. Also, the left rear wheel turns when you push the petal but the right doesn't.

SOURCE: tractor won't go in low gear or reverse

I had the same problem and replaced the shifter which I found at
http://www.mypegperegoparts.com/switches.html.
This fixed all the speeds and now it runs great.
