Do you have a power block for the phone or are you getting power from a POE switch via cat5 cable? How do you know you purchased a working phone? When was the last time the phone worked properly?
Any other information you can supply about your VoIp setup would help us troubleshoot the power issue with your phone.

What service are you using to provide your SIP? The 7960 requires a call manager, or other network bootable server to make the phone function. It will not function on its own.
Here's a great little document from Cisco directly, called "Converting a Cisco 7940/7960 CallManager Phone to a SIP Phone and the Reverse Process" Easy to do, just follow the step-by-step directions. http://www.cisco.com/en/US/products/hw/phones/ps379/products_tech_note09186a0080094584.shtml
The Cisco handsets will not come apart easily, and chances are you will snap the plastic on the first few you try. Replacement handsets are however reasonably priced, and then you've got a brand new one. We have these available for purchase at Idacom.
Then you need power adapter for Cisco 7960 IP phone ( -40V DC). Cisco phones work best with Cisco, and sometimes ONLY Cisco switches.
One question which voice gateway you will use for your 7960 VoIP phone calls to go through ? (AT&T probably supports only their IP Phones with special and usually hidden settings from end user)
You need to change the 'number of call before engaged' value in the phone configuration to 1 for each of the lines... that way the line will be engaged and the next line will be used.
