It sounds like your install has become corrupted if safe mode and last known good do not work.
You may need to restore the netbook to factory settings, doing this will wipe off any data you have saved on the netbook.
Install the battery and connect the AC adapter to your Acer Aspire One.
Turn the system on by pressing the "Power" button.
Press and hold the "Alt" key immediately after pressing the "Power" button and tap the "F10" button.
Continue holding the "Alt" button and tapping the "F10" button until a screen saying "Acer eRecovery" appears.
You will see three options:
Restore system to factory default
Restore system from CD/DVD (grayed out if an optical drive is not connected
Exit
Click on "Restore system to factory default." A notice will
appear informing you that all data on the "C:" drive will be overwritten
and reminding you to plug in the AC cord.
Click "OK" to begin the recovery. A message will appear stating once again that all data on your hard drive will be overwritten.
Click "OK" to acknowledge the message. The screen will show
you a progress bar as the recovery progresses. Wait until the recovery
is complete. The time will vary depending upon the individual netbook. A
message will appear when the recovery is finished
Click "OK" to restart the
computer.
The netbook will reboot. Windows will load, asking you to wait. A
"Welcome to Microsoft Windows" screen will eventually appear with
background music playing. It is time to help Windows set up your
computer.
Click "Next" to continue. You will be asked to input your
system settings. Enter your region, language, and keyboard type, then
click "Next." The next window is for your time zone.
Select your time zone and, if desired, place a check in the
box beside "Automatically adjust clock for daylight savings time," then
click "Next." The EULA (End User License Agreement) will appear next.
Click "Yes, I accept" on both places to accept all points of the EULA, then click "Next."
Place a dot in the radio button beside "Help protect my PC by turning on Automatic Updates now" and click "Next."
Click "Skip" to avoid setting up network information at this time.
Click "Skip" to avoid setting up an
Internet connection at this time.
Click "No, not at this time" to avoid registering with Microsoft at this point, then click "Next".
Click "Skip" to avoid inputting registration information now.
Put your name and the names of others who will use the
computer here, one per line. Click "Next." Microsoft will thank you for
setting up your computer. Click "Finish" to begin using your newly
restored computer.
