Some mowers have a mowing reverse safety switch. That safety will kill the mower if you try to reverse with the deck engaged. Some mowers even have an override button that has to be held while backing up. As for the battery thing, no matter how much you charge a bad battery you will not get it to start a mower if it has a bad cell or two. I would use a multimeter to check battery voltage, but the end result would still be the same, replace the battery.

When levelling the deck, rotate the blades so that the right blade has one of its cutting edges at or near the right side center of the deck. Do the opposite with the left. Measure to the blades from the level ground, not to the deck. Try leveling that way.

Maybe it threw a rod or piston.. maybe the piston seized up. Can you get the blade to rotate at all? Use a stick to try that, not your shoe.

These mowers have several safety switches that disable the ignition when a safety problem could exist. Switches may have to be bypassed for troubleshooting and service, one on the seat, one on the blade clutch and one on the transmission or drive clutch. First close the covers, sit in the operators seat, disengage the blade and transmission and then attempt to start it, Chances are if you ran out of gas the mower deck is still engaged.

try unplugging the pto, starting the mower and then engaging the blades. If it still blows a fuse the problem lies in the mowers wiring. If not the problem is the pto. Hope this helps

If you are jumping the solenoid and it cranks but wont start leave the key in the on position and give it a try. Try replacing the solenoid and the wires conecting it to the battery.
