The green light flashing is a fault code, usually for a no, or long fill situation, GE has nixed this electronic ice maker and returned to one that looks similar but is non electronic, while your ice maker is probably at fault you may actually have a separate issue causing the ice maker to display a fault code, such as a spent water filter, or low water pressure, or even a bad water valve on the fridge it's self. check for continuity on the ice maker water fill solenoid valve in the lower rear area of the refrigerator,then remove cover from front of ice maker, and there are 2 gears inside this cover,follow the instructions on the ice maker by this gear and turn it the way it tells you to,this will initiate a manual ice production,you will see the gears turn by themselves after you help turn these gears initially,then you should see water enter from fill tube in the back of the ice maker if the fill tube isnt froze over,if no ice production occurs the ice maker thermostat could be open(bad) or if it makes ice but doesn't push it out the heater below the maker may be open(bad)
Push the white paddle in three times slowly within 15 seconds. Then
wait 2 minutes. You should see the ice maker start to cycle. If the
ice maker doesn't cycle, replace the ice maker. If you need a new ice

water valve dripping like a faucet and making a big old ice cube in the fill tube? Ice cube hung in the ice maker? bad water filter? A wittle bit of all of the above?
Mine has been doing the same thing and foound it was the pump cavitating (dry). What caused it on my unit is there was buildup of minerals on the sides of the freezer plate so the ice slab wouldn't slide all of the way down onto the grid. When the unit would start the next cycle the water would ramp up over the stuck slab and down into the ice bin and then the pump would start making the noise. A related problem could be the cutter grid not heating so the slabs back up and results in the same issue. Look up into the freezer plate next time it makes the noise and see if there is a slab partially stuck.
