You have standby 5vdc but you need to find out if the processor board is sending out the PS_ON to the power supply to turn on the 12 and 24vdc power supply section.
Heres is the service manual and training manual for your TV.

You should check the 12 volts capacitors on your power supply for dry or leaky, bulging conditions.
Replacing those capacitors will restore the functionality of your TV.

Antenna Power supply

First order of business is to check and see if the antenna is operating properly. If the wire in your harness is intended to power the antenna, connect 12 volts to this lead, and the antenna should go up (this needs to be done with the key in the ON or ACCY position). If the antenna does not go up, check the fusebox for a blown fuse. If the antenna does indeed go up, then you can scratch that off the list of possible problems and move on to the next step.

The Clarion should have a power input wire to keep the clock alive, and a power wire (normally of heavier guage) to actually power the radio. Make sure the radio operates when the key is in the ON or ACCY position. If the radio is operating, so far so good.

I'm kind of confused when you say there are two wires on the clarion... "power antenna turn-on" and "auto antenna". Are these both on the clarion? There should be a wire that constantly feeds the antenna with power (I would cal this one auto antenna). It should always be powered to 12 volts. The antenna should operate when the "antenna turn on" lead becomes 12 volts. Normally this ONLY happens when the clarion RADIO is on (ie: if you're listening to a CD, the antenna probably won't get activated).

After checking all this, if you're still having problems and if you haven't already done so, grab a DC volt meter and verify that the clarion power antenna turn on lead goes to 12 volts when you turn on the radio. If it does not, then there is an internal problem within the radio. If this lead IS going to 12 volts when it is supposed to and the antenna still isn't working, then my guess is that the antenna is malfunctioning.

Let me know what you find out... I'll keep looking at stuff from this end. Good luck.

Installing tv in boat

You can But I would not connect it directly unless I had a regulator or isolation device between the set and the boats power. if your boat has 110 volt capability just be safe and use the adaptor.
