Where on the ecs a740gm m motherboard do i connect the front panel switches

Is it the ECS a740GM-M tripping the breaker, or the Power Supply?

Circuit breakers will trip very easily, after being tripped a few times.
(Eventually they won't click into the on position)

There are hardware different versions but they should be close.

You can find the software and drivers here by selecting the right
revision number. It should be typed in on the main board.

Go into the BIOS and in the Boot order make sure the dvd is first, the hard disk is second and all the other options are disabled.
