The 03 error code is the drain. Disconnect the drain hoses and check for blockages. If no blockage "time" the drain interval. If it's more than 6 minutes it's the pump. Also make sure you're using the correct type of soap so the ball check valve on the bottom of the outer drum isn't getting fouled with excessive suds. Also disconnect the drain hose from your house plumbing and let it free flow on it's own. This will tell you if the block is in your plumbing, and not in the machine. Assuming that your filter is clean.

If it is not draining the water, then either the pump is faulty, or there is a blockage in the outlet hose from the pump, or possibly a blockage in the hose from the drum to the pump.

Possibly a blocked filter or pump.
Ths filter should be at the bottom right front of washer, sometimes behind a removeable cover at the bottom of washer.
To clean it, unscrew anti-clockwise, remove and clean.

Make sure that all the water has drained from the washer, if it has a filter, remove and clean, it is located behind a removable plastic panel at the front of the m/c, if it still does not spin, suggest you remove motor and check the brushes for wear, this is often the reason it won't spin, but will wash o/k.

I found my Classixx 1200 express with a flashing spin light, the water wasn't up in the drum, so I moved the selector to rinse, and pressed start, pump was noisy but worked, I could hear water going into the drain, thinking I'd got a blockage in thye pump, I drained machine using small hose and inspected the pump orifice at the front of the machine (towel handy to catch spillage.
No obvious blockage and the pump could be turned by hand, tried rinse again with water feed turned off, (otherwise it pumps for a while and then lets water in to rinse - which comes out the open pump housing!) I could see the pump impeller spinning but also sticking, its was also noisy.
Solution - new pump, according to my local spares shop, the pump is available as either motor & impeller (back half), or complete with black housing that the pipes fit to, to get the front cover off, and to remove the pump, you need a "star" screwdriver or key, and a pair of pliers to undo the hose clips - have a bowl ready to catch the water, and make sure the machine's unplugged before you start!

Close the door and turn the dial to drain
