Is the compressor hot or cold to the touch? If it is cold, the problem is very likely going to be your main control motherboard, located behind a panel above the compressor. You can test this board by putting an AC voltmeter from the terminal that the blue plug plugs onto, the lead that has the black wire going to it, put a test lead on that terminal, and the other test lead to the white plug next to the blue one, and clip your test lead to the terminal that has the orange wire going to it. If you have zero volts AC, that board is bad, if you do have 120 volts, check that the compressor is still not running. Sometimes in testing, the compressor will kick on, so listen for a new refrigerator humming sound as you are testing.

the first thing to check is the thermostat if its stoped working them it wont be telling the compressor to start up and the unit wont get cold,,
have this looked at first as its the cheapest part to renew

check the evaporator fan; listen to see if it is running check the baffles between the freezer and, the refrigerator box for air flow. Check the control knob to see if it is turning the cold control shaft. If these are not the problem: replace the cold control

Is the evaporator fan in the freezer running. It blows cold air into the fridge side through a damper in the wall between the freezer and fridge. Make sure the damper is open.

Below the evaporator fan is the evaporator coils. Remove the back cover in the freezer to observe the frost pattern. Light frost everywhere(NORMAL) or a partial pattern of ice(LOW ON FREON) or nothing(LOW FREON OR COMPRESSOR PROBLEM).

It's hard to understand how the refrigerator compartment would be okay, but the freezer is not. The evaporator coils are normally behind the freezer. The cooled air is moved from here to the freezer and refrigerator by the evaporator fan. Is this the fan you are saying is going on and off? Or the compressor fan underneath the refrigerator.

The necessary conditions for proper cooling are:
1. Compressor is running; 2. Compressor fan is running; and 3. Evaporator fan is running.

First, I think it’s important to know that the Ref side has no cooling coils, it’s basically a box and the cold air in the freezer is blown over by a fan through a channel into the Ref side. This channel has a door which regulates how much cold air goes through. You probably have two control knobs in the Ref side, one controls the temp with numbers 1-9, 9 being the coldest. This temp control tells the compressor how long to run. The other control is for that little door and it may have letters A-E, E being the coldest. If you set it on E (coldest) then this will close that little door and keep most the cold air in the freezer.

Now, why is that cold air not getting over to the Ref side?
1. The little door is not open.
check your control setting. You should be able to feel air coming through the channel on the Ref side.

2. The fan in the freezer is not working.
You can hear this fan running when you open the freezer.

3. The coils on the freezer side are clogged with ice which won't let the fan circulate the air over to the Ref side.
This is a failure of the defrost system.

Check the compressor.
Unplug for 15-20 min. plug it back in and listen for the compressor to start. You will have to be behind the ref to listen and make sure you hear the compressor start and not just a fan running. If you hear a clicking noise then the compressor relay is bad.
