When I was creating new account, after the first step it ask about child ID and ask for visa and credit card is that mean it became with money I want to create a new account

Please contact whoever gave you the refund, or whoever services your Visa credit card.

Remember that changing your credit card number is the same as getting a new credit card account. This does not alter your credit history. This will not raise your credit score. This will not relieve you of your debts. Your old account stays open until it is paid.
The ONLY way to change your credit card number is to get a new credit card account.
IF you wish to use the same finance company, you ask them to close the account first and start a new account.
It would be easier to apply for a different card (If you have a VISA with Chase, you could apply for a VISA with Capitol One or a MasterCard with CitiBank or even a MasterCard with Sears.)
Once you are approved for a new card (and it arrives) THEN close the account with your old card. You close the old account by paying the debt and then requesting the account to be closed.

No need to call Paypal, simply login to your paypal account and then move you mouse pointer to profile>>Link/Edit Credit Card
Add a new one and then verify it, once verified then delete the old number from there.

You have to create an apple id to sync your ipad to itunes and to download apps.unless you create an apple id you cannot use any of these features including icloud.When it comes to making payments for apps ( some apps are not free of cost) You should have a credit or debit card of any of these companies VISA,MASTER,the bank oin which you have an account dosent matter.

Look for a service or local bank that can create for you a Master Card or Visa "Debit" card. It looks just like a "Credit" card, but you have to deposit money into an account and only use that money. A debit card can then be used like a credit card as long as there is money in the account.

u have to create an account on paypal and verify by the methods provided in the account. u must verify ur account in order to do big transactions

You can transfer money from ur bank account to ur Paypal account. Then, u can purchase things online via PayPal money. :)

Someone else may have already tried to use your credit card number with their paypal account. Call up your credit card company and ask them to check for anyone trying to do such a transaction. Tell them about the problem you are facing and ask them to reject any such other accounts and try adding the credit card to your paypal account then. Hope this helps.
