This uses an 8 hour timer which means it goes into defrost every 8 hours shutting down the compressor and fan motor.
So, are you saying that this will run (compressor and evaporator fan) for 8 hours at a time?
Also, shouldn't the evaporator coils have an even layer of frost covering them completely?
No as the temperature gets satisfied it will cycle off.
If not and unit continiously runs without reaching temperature, you have a refrigerant leak.
