DVD movies have region codes, and they typically only play on a player or DVD-ROM drive sold in the country where the DVD movie was sold.
The actual region code is in one byte on the DVD (digital versatile disc). The DVD player or drive has a region code in its firmware. Personal computer DVD-ROM players often have the code in the software or MPEG-2 decoder. The two codes must match for the player or drive to play the movie. The code is also printed on the back of a DVD package, superimposed on a small image of the globe.
DVD regional locking is used to control which DVD movies play in which countries or groups of countries. Movies are often released on different dates around the world. Region 1 has its own player that will only play Region 1 discs. Likewise, Region 2 players can only play Region 2 discs and not play any of Region 1's discs. The six codes are:

In some instances, DVD movies are available for purchase in America and Canada before they are released in European cinemas. DVD region code is used to protect copyright and film distribution rights, so as to ensure movie studio profits. Maybe this is about the region code issue. If the player program on your computer cannot bypass the DVD region code, then you can only view the DVD movies of your own region. However, you can download a region-free player on your PC which enables you to play DVD of any region.

try checking on the recording mode of the DVD. V recording mode produces more compatible DVD disc. Stay away from VR mode. You may refer to your manual.

If the DVD is not dirty/scratched it might mean it has a stupid security thing that wont let you play "un-copyrighted" dvd.
There are ways around it but I think they are quite costly.

Some new blu-ray movies require the latest firmware version on the player, here is the site where shows how to upgrade the player. There is a read file that shows you how to upgrade and which version you should be using. Best of luck.
