I assume you are referring to the water dispenser on your GE refrigerator. To turn off the water dispenser, you can either:
Press and hold the "Lock" button on the control panel until the water dispenser display turns off. This will lock all the functions of the control panel, including the water dispenser.
Locate the water shut-off valve behind the refrigerator and turn it off. This will shut off the water supply to the refrigerator and disable the water dispenser.
Note: If you are trying to turn off the ice dispenser, the process may vary depending on the model of your refrigerator. Some models have a separate on/off switch for the ice dispenser, while others do not allow you to turn off the ice dispenser without turning off the entire refrigerator. Please consult your owner's manual for specific instructions.

Grab the black dispenser port with a strong hand and hold the door from opening with another, or your shoulder. Firmly pull the assembly away from the door. It will take a quick, firm pull to do the deed. The assembly is held in place by several plastic lock tabs. These will give way without breaking.
pushing the fridge back will be easier than pulling it around.

If the unit is making ice and the water will work from the door but the does not dispense, you will need to replace the "auger motor". Here is the part to order.
"Prepare for the worst" This is a problem i'm currently dealing with at the moment, ice maker thaw'd and refroze the ice as a block, binding the crusher turbine till it quit working. then water dispenser started spitting till it quit working, but anyway i disconnected the ice maker and water dispenser power hookup, because when i tried to use it it was drawing off the power of the fridge. now i'm to the point where fridge clicks like the relay is going out. in the back of the freezer below the ice maker tray i removed the clip or screw to where when it clicks i can hand spin the cooling fan on the click, and fridge starts up and runs, but don't remove this panel because having it on helps the air push into fridge compartment and keeps cooling elements from turning to a block of ice, " so long story short " its either your cooling fan or relay on chip board that starts cooling fan, i'm no expert but this is where i'm at hope it helps.
if its making ice and when you state that it doesn't spit them out . is it that they don't come out of ice mold or do they not dispense through the door . so #1 if they donot come out of ice mker mold then the thermo or the heater in the icemker is bad .#2 if they will not dispense via the door the ice cubes may be too large or water is getting in to storage bucket causing ice jamb . you can adjust mker to make smaller cubes . hope this hepled mm and thanks for usnig fix ya . feed back pls ..
Must be the actuator to the ice dispenser is stuck against the micro switch. Like somebaody had a bad day and slammed my acutator around. No model number given so I guess you gotta go with this MANUAL fer a reference.
