First...check condition of the spark plug.You need to check it for spark. Remove the plug(s). Insulate your hand. and hold the plug with wire snapped on it against engine metal while turning it over. You need to see a good blue spark. You also need to check the condition of the air filter on the unit. Make sure it is clear. Try these things. Post back and I will try to continue to help.
Make sure that spark plug (s) is clean and gapped properly and is the correct one for the engine.
Do you have the operators manual so we can investigate the "safety locks." and where they are located so maybe you can test them too? I need the 9 didgit model number of the tractor to get your manual. Just trying to help.
