Hi, I am Steve, lets get you some help.
It sounds like your BIOS chip is corrupt and I am sorry to say you have very few options. Typically the BIOS chip is soldered into the motherboard and if it is corrupt you cannot get the machine to start.
Having checked Toshiba have never released a BIOS upgrade for this machine, so if you flashed it with another BIOS then the machine is dead.
Some services offer a BIOS chip replacement facility - they are your only chance now.
sorry that it is bad news only.
I know that sounds like a really simple question - however... It all depends on the make and model of the motherboard. You need the original BIOS and Toshiba will only release it to authorised repairers.
You need an EPROM machine to load the data into the Chip
You need a Surface Mount Solder machine (or a re-flow machine) to remove the original chip and solder the new one in.
Here is a link to a site that offers replacement BIOS chips - they will tell you if they can replace yours

For that first you need to open back cover of laptop reconnect RAM memory . Then you need to upgrade bios. For that download bios update from toshiba web sites then upgrade bios again then it will be working fine. Let me know if you need further assistance. Thanks for using FixYa.
