Make sure the USB connector to your computer is properly connected before startup. Do you connect your monitor with both a VGA and USB cables? Check your USB connection and then try replacing the USB cord to start with the proces of elimination. Don't forget to rate this answer if it helped fix your problem. Incidentally, anything less that 4 thumbs up is basicaly a negative rating and I don't think people seeking help are aware of that.
Click the "Start" button and then click "Run." Type "Perfmon.msc" (without quotes) and then press "Enter." This opens the Performance window of the System Monitor tool.
Click any of the counters in the right pane that you want to disable.
Click "Delete." This will remove the counter from the System Monitor on your Dell OptiPlex 170L and stop the self-monitoring of that service.
