Kenmore Coldspot side-by-side fridge/freezer, model # 10650209993. Freezer isn't cold enough (ice cream melting for instance), fridge still cold. Not hearing anything (i.e. compressor kicking on periodically or whatever) and no part of the exterior of the fridge is warm at all.

either the cold control is bad now or the ptc overload on the compressors bad you can bypass the cold control to check if the compressor starts then if so just replace this control
If the cold control is not adjusting the temp when you move it, that can be part of the problem.

The fridge gets its cold air from the freezer through a vent(damper)
between the freezer and fridge.The fan in the freezer blows air through it.
Make sure this fan is running. You may have to hold the door switch in for it
to run. There is a flap you adjust with
the fridge temp. control. Make sure it's opening and closing when you adjust
the fridge temp. The problem could be the electronic control if
you have one or the mechanical linkages.
What are your temp controls set to? If the controls are set to the max setting and it won't reach temp, you could have a broad range of problems ranging from bad door gaskets, to bad temp controls, to a low refrigerant charge, to possible a failing mechanical part such as a fan motor or compressor.
Either the freezer continues to freeze up (most likely due to low refrigerant, due to a leak), or there is an obstruction between the freezer and the refrigerator (refrigerators get their cooling from the freezer).
Given that it works after you defrost it, I'm going with low gas. Call a professional to see if the leak can be fixed. If the unit is more than 10 years old, just get a new one.
between the door and freezer is very hot, and the refrigerator is not that cold and the freezing is freezing but not that well, ice cream is soft but meat freeze and ice is not melting. Also behind the fridge at the bottom is very hot.
The water line could be frozen. Take a hair dryer and heat up the tube where the water enters the ice maker. MAke sure it doesn't get to hot and start melting the plastic,
