Well, it sounds like you have a hardware problem. Start by removing the Ram and hard Drive from the machine and insert a boot disk. If your not getting the Tecra Splash screen when you press the power button, the screen that appears before the windows boot screen, you may have a bad Monitor or Burned background lamp or faulty BIOS install or upgrade. Any of which will give you this problem.
I have got a similar problem, just the light in not flashing. In authorized service they suggested to replace the motherboard :( I am going to dismantle it myself and look at that.
The flashing light is usually an indicator the battery is faulty shorting the system,. Without the light it is usually the power circuit on the motherboard. Because these are Multilayer boards it is almost impossible to trace a break unless you get very lucky. Good Luck.
