That is either the tube or a short circuit video driver semiconductor.
If it is intermittant, I would go for tube and prepair to purchase a replacement TV.
Sorry

Digital Camera HP Photosmart M517 Want to take a picture of my computer screen to send by email. Flash goes off every time and leaves a bright white light that obscures the screen. Can I disable the flash...

Press the flash button (just under the viewfinder) to cycle through the flash settings. Your choices are Auto Flash, Auto Flash with Red-eye Reduction, Flash On, Flash Off, and Night.

If you want to capture the screen image, you're better off using the computer operating system's screen-capture capability. This will give you the screen exactly as it is, without the distortions inherent in converting to an analog image and then converting it back to a digital image.

Camera flash

No worries, I think I can help you with this one.
I believe that if you are using your Samsung Digimax in either "Auto" or "M" mode you will only have the options of "red eye flash" or "no flash". BUT HOWEVER, if you select the "Prog" mode on the dial on top of the camera, you will have 4 flash options - "red eye flash", "auto flash", "slow flash" or "no flash".
I hope that this helps!
