Have an asus p5kpl am se board running on win xp service pack 2,it simply wont load load the os and it gives the following message: usb device over current status detected system will shut down after 15 seconds.what could be the problem

Windows 98 does not support Plug n Play Devices. So you have to download appropriate drivers from Microsoft Website. Though Windows 98SE ( Windows 98 Second Edition ) thought to be support USB Mass Storage Drives fairly, these drivers are not pre-installed with OS. You have to download Service packs to install these drivers.
Since Windows 98 have TWO versions, we have to download corresponding service packs .
You can download the drivers from ASUS WEB site. Hello, Install it another computer which is running well.If your cd run well in that computer ,change the USB cable .If the cd can not run in another pc you think, you have lost data.Because that cd can't run any more. If the problem is same. follow the step R_click on my computer>Properties>Hardware>Device manager>uninstall all the usb hub ,one after one . After UN install all the usb, restart your PC . If the problem , is same as before , Insert your OS in the cd tray > press Win key + R>type sfc /scannow (please take a space between sfc and front slash)>hit enter .Again you will restart the PC. If the problem is same please change the Hard disk.
The Asus bios won't show SATA devices.
However if you are using Windows XP with Service Pack 2 (or newer operating system then the devices should be detected. If this is not happening then enter the bios -- Storage Configuration -- Configuration Enhanced and set the IDE devices to compatible. This allows all drives to be "seen" and you should then be able to load an OS.
go to the support site for your motherboard, there you will get universal bus architecture device drive. Install this before you install the Audio/Sound driver.
