A "media test failure, check cable" means your hard disk failed. The bios can not locate the boot sector of the hard disk to begin loading the operating system.
"Operating system not found" means windows can't load because the Bios can not find the operating system (because the hard disk failed).

This is pretty much an unrecoverable error in terms of fast fixes. You can take the hard disk to a data recovery service if you need to retrieve important data or files.

If you have a spike in the power, unplug, remove the battery, then hold the power button down for 1min or 60s, to release any built up shock power. then insert the battery, (no power cord) push and hold power button for 1 -2 - 3 s. release and see what happens.. now what OS is installed on the HDD. and check the BIOS to see how the boot sequence is set... seems your error show you set to boot to NetWork not HDD

From the description it is the hard drive, remove hardware and reseat back into position, sometimes this will restart the hard drive, if no change chances are you will need it replaced, but I would suggest getting it tested first.

If you have a BOOT CD then try to boot and go to windows.
Or you can use windows setup CD but go for repair only.
For the future it is a good idea to INSTALL WINDOWS in a USB mini drive and boot the computer from USB. You have to go to BIOS and set USB default drive.
It is a good idea to clone your HD in a CD.

Your message indicates that Pxe Boot is enabled (boot from lan card), go to bios settings and from the list of first boot options, please select the hard disk (hdd) or Cd-rom as the first boot device, reboot your system and check whether this helps or not.
It is also necessary to disconnect and reconnect your dvd/cd rom's power cable and data cable.
If you don't know how to do, then just reset the bios settings to "load default" ...

This is showing because the computer is not seeing the hard drive that contains the operating system. In some cases this is because the hard drive has come dislodged from the interface on the motherboard. Dells are good for this because the hard drive slides into the side of some models. Try reseating the hard drive and reboot. Your worse case scenario is that your hard drive has failed. The reason you are seeing the PXE-MOF etc. is that the laptop ias now looking for a network hard drive to boot from. It can't find the intenal hard drive so it is searching for other means to boot.

change your boot priority. press power button then keep on tapping F1 key until your reached to setup utility. go to boot menu and set your boot priority 1 to your HDD. if compute wasnt able to detect your HDD . then there is a problem wth your HDD, you need to call you manufacturer for HDD replacement if unit is still under warranty

This is a common problem but there may be more than one fix

The easiest is to go to your bios and set the boot device order.

It is quite conceivable that it is set to try and boot from network first

You should select HARD DRIVE or CD DRIVE as you first option and then reverse that order for your second boot device
