It is normal for a washer to spin and spray fresh water over the clothes during rinse period. I don’t know why it would leave clothes wet. Look at your options. See if you can turn off rinse n spin to just spin.

When washing clothes...load size dont matter,setting dont matter...when it gets to the spin cycle it stops...you reset it & it continues to finish they cycle....but clothes are soaking wet when done

The heavy jacket prevented the washer from spinning at a rapid pace, so I added a heavy bathrobe to absorb some of the water and to balance the load. The washer then spun very quickly and drained out all the water.

Is this the same model as listed by the previous poster? If so, does the washer ATTEMPT to go into the spin cycle? That is, does the timer advance to spin cycle properly, and can you hear the transmission or drive motor engage?
