Things You'll Need
  1. Old passport in original with self-attested photocopy of its first four and last four pages, including ECR/ECNR page.
  2. If the old passport was issued when you were a minor or did not have the ECNR stamp - provide attested copy of matriculation or degree certificate
  3. Proof of address if different than the one on the old passport. Acceptable documents include phone, gas, electricity bill, ration card, spouse or parent's passport copy

Steps 1 Re-issue vs. Renew
A new passport is re-issued (not renewed) when a current passport (validity of 10 years or more) is 1 year from expiration or it is less than 3 years after it has expired. A passport issued with a validity of 1-5 years under certain emergency conditions can be renewed at no additional cost. This article covers the re-issuance of a Passport that was issued with 10 years or more of validity.
2 The Application Form
The Application Form for re-issuing a Passport is the same as the one required for a new Passport. You can get the Application Form from any Passport Service Center/Office or any Post Office. You can also use the link below.
3 Fees Required
The application fee for reissue of a passport is the same as a new application. Passport for Adult (36 page) - Rs. 1000, Passport for Adult (60 pages) - Rs. 1500 and Passport for a Minor - Rs. 600. It is better to take extra cash with you when submitting the application as there are additional fees for Police Clearance Certificate/ECNR Reqd, etc.
4 Where to Apply
Completed Passport Application Forms with Supporting documents can be submitted at Passport Offices, District Passport Cells/Collector's Office/DSP's Office or at Speed Post Centers. Please be sure to note down the File Reference Number.
5 How to check status of Application
You can check the status of your application online by providing the file reference number at the Consular and Passport Division Website

My friend, first off I have no idea what country you are calling from, (and please don't say here)secondly, this is a DIY help site. FixYa.com has NO PULL with the federal/national governments of the world. I am presuming you are eligible top apply for a passport in your country.

Yet, I want to help you. First go to the office where you applied for your passport and inquire as to the status of your application. If they cant help you, ask to "go up stairs" (who do they send applications to). If possible, go there in person if not, write a letter outlining your situation and ask when you can expect to receive your document. Continue this process until, if necessary, you are speaking with the Secretary of State of the Minister that runs the agency. If everything fails, apply again. If politically possible in your country, tell the press what is going on if you have to start all over again.

1- You can apply on line for a fresh passport (if you have never possessed a passport earlier), re-issue of passport (if your present passport of 10 years validity has expired or will expire in next 12 months), duplicate passport (if your present passport is lost or damaged).

2- Only the residents falling under the jurisdiction of the respective Passport offices are eligible to apply on-line through this website.

3- Through this site you can register your application with the respective Passport offices. After registration, the system will ask you to Open / Save your application form. After Open / Save, please print the application form. (If you are not able to print the application form for any reason, you must note down the application number. With the help of this application number and date of birth you can re-print the application form later. You can also print the application if you have Saved the application.) There are still some columns in the application form which you will have to fill by hand. You will have to visit Passport office to submit the completed application form along with fee, supporting documents such as date of birth certificate etc. on the appointed day and time. The date and time of appointment at Passport office will be informed by the on-line system and will also be printed on the application form.

4- Please visit Passport office on the appointed date and time. You should arrive at RPO about 15 minutes before the appointed time and proceed to the respective counter. On line applicants do not need to obtain a token number for submitting their applications. You will not have to wait long in the queue.

5- Before you register your application on-line, please read the information on the website of respective Passport office(passport.gov.in) carefully, particularly regarding fee structure, instructions to fill Form No. 1 and How to Apply. Through this information, you will know the documents required, number of copies of application form required etc. Apply on-line only if you are sure that you will be able to produce all the necessary documents on the date of appointment.
