SOURCE: how to operate a used power wheels ninja?
It sounds like your power wheels battery is low. Have you charged it up for more than 18 hours.
I seems like power is getting to the back of the toy, so I think it might be the battery.
I would also ask the people at this website http://www.shopjandl.com/kids---baby-ride-on-toys-power-wheels.html

It will most likely be the Failsafe foot pedal switch. You can pull that switch out and order a new one through online vendors such as Amazon.com or you can make the repair on the spot by purchasing a "sealed 60 amp starter button" from your local autozone and replacing this for the old one. You will have to make it fit in the old compartment, but that can easily be done with an oversized washer. If this toy truck has three wires going to the pedal switch and most likely it does, disregard the orange one and only connect the white ones and the red one. That fixed the problem on my little one's Fisher Price Power Wheels Escalade. You can also check if the battery is good and if the motors are working by simply connecting each motor to the battery with a pair of gator clips and some cables. <!-- from fixya rte -->
